Born Aug. 27, 1909, in Ida County. Ida Grove, Iowa, Hazel was a daughter of Alfred and Beda (Skagen) Eng. She attended country school in Ida County and graduated from high school in Ida Grove. She played basketball in high school.
She was a housekeeper for the Belstene family, where she met her future husband, Earl. She taught at Hayes Township Country School for about three years. She married Earl Belstene at the Arthur Baptist Church. She was a housewife. The family lived in rural Ida Grove, rural Arthur and in Odebolt.

She then joined United Methodist Church in Odebolt and was an active member there as well. She also volunteered by making crafts for the Odebolt Nursing Home's annual craft show.
She enjoyed crocheting, knitting, card games and board games. She made afghans for all 12 of her grandchildren. She enjoyed going to her grandchildren's music concerts.
