The Carroll City Council this week approved an increase in animal-impound fees to $25, with costs for each additional day of "boarding" set at $15.

Carroll Police Chief Jeff Cayler said the measure is necessary to bring the city rates more in line with what private handlers charge for managing dogs and cats.

He said such private fees were under $15 per day. The City of Carroll, after a 2011 recodification of ordinances, charged $10 for the first day of handling an animal and $5 for any day after that.

"It would be cheaper to have your dog impounded by us than if you took it to the vet clinic on your own," Cayler said.

Cayler said the city deals with several stray dogs or cats in a given week. The department will rent to Carroll residents a trap to catch cats for a $50 deposit, Cayler said.

In other business, the council:

- Approved a $558,809 contract with Godbersen-Smith Construction Co. of Ida Grove for the 2013 street-resurfacing project.

The plans include full-depth patching, curb-and-gutter and storm-sewer work, as well as work related to right-of-way connections with driveways and sidewalks and other associated construction.

The project will involve the following sections of Carroll's streets system: Hidden Valley Drive from Pleasant Ridge Road to Timberline Road; Ridgewood Drive from Westgate Road to Southgate Road; Arthur Neu Drive from Southgate Road to the cul-de-sac; Maple Street from Bluff Street to First Street; and Walnut Street from First Street to Second Street.

The total of 10 blocks of work is expected to be completed by Nov. 15.

The other three bidders for the project were: Tri-State Paving, $594,277; Precision Concrete Services, $563,864; and Ten Point Construction, $577,548.

- Approved Jonathan Bruner to begin work as a member of the Carroll Volunteer Fire Department.

- Approved plans for an estimated $310,880 roof-replacement project at the Carroll Recreation Center.
