EMPTY SADDLES: Twenty nameplate racks are empty in this view of thirty-three seats in the Iowa House of Representatives and are proportionate to the change that will occur as new members take their places in January. More than 60 percent of those elected to the Iowa House of Representatives were not incumbents. A shifting of seat assignments will take place at the opening of the session as incumbents are given first choice of desks. Names of the Representatives, their districts and counties will mark the desks. House Republicans met November 19 to choose their leadership for 1973.
