To the Editor:

The local hot issue bond referendums for the city hall-city library and now the Carroll County Jail project have generated a never-ending amount of discussion. Former Carroll Mayor Adam Schweers presented a very enlightening narrative in a letter in the Sept. 27 Carroll Times Herald. He found that according to the Iowa Code, the cost figures of general-obligation bonds can be considered as estimates, and not intended to be binding on the board. Wow!

Accordingly, the creative financing used by the county Board of Supervisors would be rated major league. While the machinations, if any, that could be ascribed to the City Council would be class D, minor league.
