The first item of business at the Carroll County Board of Supervisors meeting on Monday was the continued discussion on the ISICS (Iowa Statewide Interoperable Communications System) radio system proposal from Motorola Solutions. The proposal covers enhancements to ISICS platform, microwave equipment, consoles, paging, radios and radios for schools along with other items. It includes using present towers located near Carroll, Manning, Coon Rapids and Lidderdale. The costs of this proposal is $3,794,385 or a lease of $437,565.38 a year for 10 years that does not include the lease costs for towers or the 10-year extended maintenance fee. After lengthy discussion, it was agreed to get more information from D.A. Davidson, our current financial adviser, and revisit the matter next week.

The board then approved the IT technician offer of employment to Dalton Morrison, who will begin employment with the county on Sept. 30.

Three plats were presented to the board for approval: Leo and Thelma Wernimont in Section 25 Kniest Township, Todd Wanninger in Section 2 of Wheatland Township, and Paul and Ruth Mescher in Section 35 of Washington Township. The three plats were approved.

The board set 10 a.m. Sept. 30 for a budget hearing that for the most part covers operating transfers to cover architectural fees for the jail, new ambulance and conservation capital projects.

The board approved an interfund transfer from general basic to capital of $97,000 also for the new ambulance.

Dawn Mentzer, the CEO of Rolling Hills Community Services, then gave an update on our mental-health region.

Section 34, Eden Township, added acres; Jeff Schon, Section 1, Pleasant Valley Township, no changes; Jason and Nathan Nieland, Section 32, Kniest Township, no changes; D&H Pork, Section 23, Washington Township, crop rotation and manure analysis; Brian Schroeder, Section 21, Arcadia Township, no changes; Clark Family Farms of Iowa LLC, Section 20, Union Township, no changes; Joe Danner, Section 22, Glidden Township, no changes; Bladen Pork, Section 17, Union Township, no changes; Obmann Finisher, Section 7, Wheatland Township, no changes; Richland Custom Farms, Section 21, Richland Township, crop rotation; Schon Farms #1, Section 11, Grant Township, no changes; and Blue Horizon Pork, Section 10, Wheatland Township, no changes.
